What is a RFP?


RFP is an acronym for Request For Proposal.  A request for proposal is a sealed bid document used in procurement of goods or services for a business.  It includes:

  1. Statement and scope of work
  2. Specifications
  3. Schedules or timelines
  4. Contract type
  5. Data requirements
  6. Terms and conditions
  7. Description of goods and/or services to be procured
  8. General criteria used in evaluation procedure
  9. Special contractual requirements
  10. Technical goals
  11. Instructions for preparation of technical, management, and/or cost proposals

RFPs are advertised to the public.  Suppliers respond not only with a price quotation but with detailed proposal.  RFPs are also called ITB (invitation to bid), requests for tender, or request for quotations.

What is a RFQ?

RFQ is an acronym for Request for Quotations.  A request for quotation is a document used to solicit prices and delivery quotes that meet minimum quality specifications for a specific quantity of specific goods and/or services.  They are not typically advertised publicly.  RFQs are used for:

Standard, off-the-shelf items
Items built to known specifications
Items required in small quantities
Items whose purchase price falls below sealed-bidding threshold.

Suppliers interesting in an RFQ respond with a firm quote and usually the supplier with the lowest quote gets the contract.

Notice that I bolded the word document twice in the text  above in order to, once again, note that Umar Johnson has not shown a single document proving any of his claims from the degrees he says he has to the EPA flagged toxic waste dump he's calling FDMG.

Exploiting Students

Umar Johnson is always trying to find a way to exploit students.  Let's face it.  They're younger than him by 20 years, give or take.  They likely already look up to him because they think he's so knowledgeable and they think he's a leader.  So, whether he's using student groups to get onto college campuses, asking them to find venues for his speaking engagements, trying to get them to work for him for free, or trying to get himself some  "cookies," Umar Johnson is just an exploiter and a user of people, especially if they are vulnerable to him in some way, such as being some 20 years younger.
