When someone opens an abandoned building and claims it's a school without a Certificate of Occupancy(CO) in Wilmington, Delaware, the consequences stack fast and hard.  What the Law Says (plain English) An abandoned building cannot be legally occupied, let alone used as a school. No CO = the building  is   legally unsafe  and  unapproved for human use , especially children. Calling it a "school" does not change that.  It actually makes it worse. Immediate Consequences 1.
