I get it now.  I see why the state of Pennsylvania has a problem . After all, at least according to Umar Johnson, Philadelphia alone has thousands of therapists practicing without licenses .  So, if the state of Pennsylvania has that, the state may not see anything wrong with Umar Johnson and what he is doing. Remember, the hearing officer is an attorney, not a mental health provider.  It's clear that she doesn't understand the norms, standards and regulations of the mental health field.  If she did have a working knowledge of the mental health field, she would know that one who claims to be a therapist or a psychologist is supposed to have a license. This is significant because the hearing officer unequivocally stated that it is clear that Umar Johnson does not have a license.
