What Is A Punch List?

A contractor’s punch list for a Certificate of Occupancy (CO) is a final checklist of small but critical items that must be completed, corrected, or verified before a building is legally approved for use. Think of it as the “last mile” before the city says: “You’re cleared to occupy this building.” It usually comes after the final inspection but before the CO is issued. 

Typical list items include: 

Safety Code Compliance

  • All exit signs installed and illuminated
  • Emergency lighting operational 
  • Handrails and guardrails securely installed
  • Fire extinguishers mounted and tagged
  • Smoke detectors and fire alarms tested and certifi
  • Sprinkler system inspection passed (if applicable)

Doors, Windows & Access

  • All doors close and latch properly
  • Fire-rated doors labeled and self-closing
  • ADA-compliant hardware installed
  • Windows open/close and lock correctly

Electrical

  • All outlets, switches, and fixtures installed 
  • GFCI and AFCI outlets tested
  • Electrical panel labeled
  • No exposed wiring

Plumbing

  • No leaks
  • Hot water operational
  • Toilets flush correctly
  • Sinks drain properly
  • Backflow preventer installed and tested

HVAC

  • Heating and cooling systems operational
  • Thermostats working
  • Air balance test completed
  • Fresh air ventilation verified

Structural & Finish

  • No missing tiles, trim, or drywall
  • Stairs finished and safe
  • Floors level and hazard-free
  • Ceiling tiles installed

Accessibility (ADA)

  • Proper door clearances
  • Bathroom grab bars installed
  • Ramps and parking spaces marked
  • Signage installed

Fire Marshal Requirements

  • Fire alarm acceptance letter
  • Sprinkler certification
  • Fire lanes painted and marked
  • Knox Box installed (if required) 

Site & Cleaniness

  • Construction debris removed
  • Parking lot striped
  • Landscaping completed
  • Address numbers installed 

Paperwork

  • All permits closed
  • Inspection sign-offs completed
  • As-built drawings submitted (if required)
  • Contractor affidavits submitted
Once every punch list item is signed off, the building department issues the Certificate of Occupancy.  
Without it, the building cannot be legally
  1. Opened to the public
  2. Rented
  3. Used for business
  4. Occupied for residential use 
It’s essentially the city’s final stamp saying: “This building is safe, compliant, and ready for people.”
